Otley was born in Millville and graduated from Millville High School. He worked at the Cumberland Mall for a few years before becoming a Corrections Officer. He was currently employed at South Woods State Prison in Bridgeton, where he was respected and admired by his colleagues. Otley was passionate about hunting, wrestling, and cherished his time with his cats. His love and dedication to his family were evident in everything he did.
He is survived by his children, Daniel Locke and his wife, Brittany, and Cecil Locke; his mother, Sandra Polhamus and her husband, Lewis; sister, Tracey Veach; and brother, Stacy Locke, Jr. Otley was also beloved by his mother and father-in-law, Karin and John Shaffer, along with several nieces, nephews, great-nieces, and great-nephews. His passing has left a profound void in the hearts of those who knew and loved him.
A fundraiser has been organized by Matthew Parsons to support Otley’s family during this difficult time. So far, $675 has been raised out of the $15,000 goal, thanks to the generosity of ten donors. The funds will help the family with expenses during this challenging period.
